Fetch the network-wide weight-setter leaderboard over a 7d or 30d window (default 7d): the individual validators driving consensus across every subnet, each with its total WeightsSet count (summed across every subnet it operates on), its share of the network total, and its first/last set times, ranked by activity and capped by limit (1-100, default 20). The network-wide drill-in behind get_chain_weights — use get_subnet_weight_setters for one subnet's setter leaderboard. Mirrors GET /api/v1/chain/weights/setters.
