Read-only — nothing changes. Returns the `ops` to pass verbatim to apply_dns_fix, plus `manualReview` items that need a human decision (SPF sender list, DKIM keys, BIMI logo). Requires the domain to be tracked, a scan to exist, and a registrar connection covering the zone.
