Returns the matched vendor slug, a confidence level, and the structural signals that fired (loadmodule syntax, route blocks, profile elements, etc.). Use this when the user asks 'what is this config?' or attaches a SIP config file. Detect-only - does not extract directives or flag risks. Pair with: `review_sip_config` for the structured outline + risk flags; `search_sip_docs(vendor=<slug>, ...)` to ground each directive.
